The North System is the second largest NSJWCD Surface Water distribution system, but it has not been fully operational for several years. It includes a pump station on the north bank of the Mokelumne River and a pipeline that runs west along Acampo Road. The district received a $4 million grant in 2022 to begin modernizing the North System. The plans for the North System include improving the system to divert at least 40 cfs of water from the North Pump Station for delivery for both irrigation and direct groundwater recharge, including flooding of vineyards during the dormant season.
The District is currently organizing Landowners desiring to use surface water from the North System into a new Improvement District #4. The district is encouraging additional landowners to join ID#4 to use surface water in-lieu of pumping groundwater.
